I know the game is still new, so we might not have an answer to this yet, but are the villagers you choose to build a vacation home for permanent? Or do they also "move out" after a time? I just want to know if I should be more selective on who I build homes for or if I can move out ones I dont prefer as much later on.

Also a side question, how many villagers can we have in total on the archipelago?

You can make one of them roommates if you want to free up space, basically you go visit a villager, talk to them, ask them about roommates, and then you want to talk to Niko by sitting by the table again and ask him to call someone from one of the islands. Then when you selected them Niko does mention that if the villager you selected already has a home it will be to be teared down so that way they can move in with the villager that asked for a roommate.
 
The HHP houses to my knowledge are permanent. You can change them, roommate them, and move their location but they will never leave. You can build houses for as many as you want the plots are just for different layouts but you can put as many as you want on ‘copies’ of the same plot.

Whoa! So if there is not really a limited number of plots, do you think we could essentially have all 400+ villagers living on the islands in that case?
 
you can do an unlimited amount of plots to my knowledge, and also pick the same plot multiple times, I have 1 with 4 houses atm and no problem.

I have 52 houses and I can keep going. So don't worry about who you pick.

Ugh, this is so depressing to me. I've reluctantly allowed some of my least favorite villagers to stay at the archipelago thinking I could remove them later, but oh boy was I wrong! I really hope they patch an update that allows us to remove them somehow. Not to bash on Kevin, but I fully regret his existence and now he haunts me everywhere lol

Usually I just make a new Resident on the island and I can start over Happy Home Paradise.

Ooh, that's a good idea. Is there a new archipelago per each resident? Or does creating a new villager reset the archipelago entirely for everyone? I wonder if I can somehow freeze Kevin's existence by asking if he wants a roommate, wiping the house, then canceling the build later on... (;¬_¬)

I am pleased to say yes every Resident has their own archipelago which means different villagers and different items you can get in Lottie's Office.
