[HELP!] Cycling out my very last villager

Great news! I've found a trade for my very last villager and need to get my 10th (Tybalt) in boxes to complete a trade with someone.

Problem is, I've cycled for hours, and I just CANNOT get Tybalt to ask to move out. If I wanted Fang, Whitney, Fauna, Diana, or Skye out, they would have moved out 3 times each by now.

Am I just getting crazy unlucky? Are there tips I don't know about? Please help! Here's my process.

After a moveout request
1. TT 15 days in the future - around 12 - 3pm as that's when most villagers are active at once
2. Run around look for a bubble
3. If no bubble, TT 1 day ahead
4. Repeat steps 2 & 3 until someone has a bubble.

I've tried experimenting with different times of day, and made sure he's walking around active during those time periods, but it doesn't seem to help. I thought maybe if I only time traveled to a time period where he's always active and other villagers are less likely active, it might help. No luck there, though.

He's the only villager out of my 10 that hasn't asked to move out yet, except for my newest, Audie. I'm starting to think I'm going to need to befriend him more in order for him to be eligible, but I've seen other villagers that I've never or rarely talked to ask to move out before, so that just doesn't seem like it either.

I'm going insane! If I see Isabelle's stupid head tilt and TV ramblings one more time I'm going to lose it. Please help.

is tybalt the last villager who moved in? if so, i don’t think he can move out until somebody else does

I think you might just be unlucky but I don't TT or cycle - this is just based on other similar threads I came across here.
And there's no more "10th villager won't move out" aspect - at least not in this game.
Sometimes, the latest move-in will be the first to move out.

06/23 2:00 - Found a flea on Tybalt. Debated leaving it on him so he thought he was allergic to the island, but took it off. Exciting news. Hitting him with a net was kind of fun so I kept doing it until he got mad. No one asked to move out today

I don't know if this is common knowledge or not, but I figured this out last night so I thought why not share? I repeated this process over ten times until the villager I wanted to move asked to move, so I'm going to share in case it helps anyone else! I've also had this happen to me once...

I'VE DONE IT. IT ONLY TOOK LIKE 6 HOURS holy crap. Hopefully this is the last I'll ever have to cycle, but I'm so glad to know this new trick if I ever do again.
