Yesterday my third villager moved in and my Resident Services tent was set to be upgraded today. Now Today Resident Services is closed for remodeling and I don't see any New Year's event content.

Always ignored
Resident services has to be upgraded for you to get the countdown event. if you’re okay with time traveling you could go forward to tomorrow when it upgrades, and then travel back to today and then you should have the event.
