[HELP] PROBLEM WITH VILLAGER MOVING

This is my second time encountering this problem, though I did not report the first since I thought it was a one-off problem.

A villager is leaving my town today (Rhonda), and I invited someone over to pick up her up move into their town. He talked to her, but never received an option for her to move to his town. He has 9 villagers in his village, so it's not a matter of space.

I also encountered this same problem when Kody moved out, where all he would say to my friend picking him up was "packing to move is so difficult!" over and over again, so this doesn't seem to be limited to a certain villager type or gender, since Kody and Rhonda are both different gender, species, and personality.

Has anyone else encountered this problem? Is there any way to fix or correct it?

No to both; Rhonda is one of their dream villagers, and I gave them a full 5 days notice before she was moving to make sure they had space

They must have someone moving in, either from streetpass, the wifi pool or campsite because that happened to me when I was giving renee away :c The person tted to the next day and found they had a plot from streetpass or something D:
