I just got hhd in the mail today and i was wondering what the amiibo cards do? Is it like exclusive characters and you NEED the amiibo card to design their house?

No. I believe it's for taking photos in-game with the specific villager. Or collecting them for fun!
But amiibo cards are NOT required. They simply summon a specific villager whenever you like!

You don't need the amiibo cards to be able to design houses for the animals. They'll turn up randomly when you go outside. However, if there's a particular animal that you really want to design for, then you can use the amiibo card to call them up and design for them, instead of having to wait for them to turn up. You can also use the cards to invite other animals over when you're visiting an animal you've already designed for.

There are special cards with the special characters in New Leaf (like Nook and Saharah) that I think you need the card for if you want to design for them. But other than that, you don't really need them. They're fun to collect though!

Yeah you need em for the special characters and/or if you want to invite them to a house. Also if you want a villager faster you can use them for that too.
