Well I've been trying to meet Wisp in my town but I can't find him and I'm sure I'm doing everything right... I put the clock to monday evening at about 9 and go to the southeast of my town, but I can't find him! what am I doing wrong?

Wisp only shows up on the day you found the lamp. He won't appear if you time travel or have your gates open. He's always in a random location of town. Just keep looking and you'll find him, eventually.

Go toward your beach area.
Walk back and forth just above the beach area.
You'll hear a voice call out to you.
That voice is wisp, walk abit more and he will show himself.
