How do I get certain recipes?

Specifically, I'm trying to figure out how do I get the spooky cookies and the veggie basket. Do I need to wait for October to come around again (or time travel) to get the cookies recipe? And does anyone know how to get the veggie basket at all? The guide app I'm using says it's from Leif but I don't know what conditions I need to meet.

You can get different recipes from your villagers depending on their personality. For example, you can only get the bonfire DIY from a cranky villager. This applies to both the message in the bottle and villager crafting. I also found these online (from Nookipedia):

Veggie Basket: The Veggie Basket can be obtained from crafting. The recipe for this item can be obtained from Leif once the player has bought vegetables from his shop on three different days. Leif sends it to the player in a letter. No villagers have this item in their home.

Spooky Cookies: The recipe for this item can be obtained from either Balloons or any villagers who are either crafting the recipe during October, or will give them out to the player as a reward for gifting Candy on Halloween.
