How do you get 10 villagers in your town?

I keep reading that up to 10 villagers can be moved in to a town, but I only have 9 villagers in mine and Tom Nook isn't giving me the option to buy any more land. Is the villager capacity really 10 or is it more like the 10th villager is actually a camper?

You should be able to purchase up to your 10th plot for your 10th villager! Not sure why Tom Nook isn't letting you do so

Villager capacity really is 10, but it's weird that Tom Nook won't let you buy the last plot.

Thank you so much! Maybe it's a glitch or I haven't advanced enough in the game yet, since I've been mostly fast forwarding to get...Raymond.
I'm going to see if that's the case. If not I'll have to ask Nintendo. Hopefully it's the former.

Have you gotten the KK concert, or hit 3 stars? I'm not sure if that could be why... (sorry my memory is sorta fuzzy on this part since it's been more than a month since I've played it)

I would guess there is something you need to unlock but the fact that you already have 9 makes me wonder if you ever moved in the first smug camper from campsite? But then again you need to do that to unlock buying plots. So I dunno.

No K.K. yet or 3 stars. I need to start focusing on completing my game more. Could be that, I hope.

Nope. Gonna aim for a 3 star island, maybe that's it.

Have you checked that you actually have 9 villagers or that you already have 10? I made this mistake once too, I thought I had 9 and Nook wouldn't sell me a plot, but after counting my villagers on the map, I realized that I actually had 10 the whole time.
