How do you get the animals you see in the city to move to your town?

I have a free town space and noones moved in and i want a mousey to move in.

I wanted an eagle, so when you see what you want, go to the city every day and look for the animal you want (remember what they look like) and talk to them for a few minutes if they are there. That is how I got Amelia to move in, but I need to change her catchphrase.

I wanted Whitney in my town, and everytime I saw her in the City, I'd talk to her over and over again. Eventually, she moved in (Probably just coincidence though).

It is possible to get an animal from the city. It happened to me with Mott. You just have to have a blank spot in your town. They might or might not.
