No. Friends villagers can not move to other peoples town, But there is a odd chance you will get the same villager as the Friends Villaggers.

Fail. Friend's villagers can move to other towns. Same items and etc, plus the friend will get a letter from the villager saying that he moved and a possible Town Name. If there's no town name, he's gone.

Exactly. But you can prevent this, so there really is no worry. Well..Idk, but if you say "no", they just might not move out afterall. And after some more nos and stubborn replies of "I gotta do what I gotta do" or whatever, then they should stay.
No guarantees though!

This happened to my old town..
I was playing with my friend then the chicken neighbor(Egbert) i liked and i was talking to him a lot and my friend hated him so he pushed him... and pit fall him.. so when he moved .. he moved to me town.. Wierd Huh

but yeah, with what everyone said... if an animal is considering moving fom your town (like antonio is moving from mine) a friend on wifi can come and talk to them. if your friend has an open spot in his town, your villager may move there the day he finally leaves. as far as "stealing", think that's a bit impossible, lol. to prevent this, send letters to the villager you don't want to leave, wave at them from across the river, and talk to them a lot. if they want something, give it to them and be as nice as possible. show them you <3 them, lol.
