How does the 16 villager cycle work?

3 of my dreamies moved in the worst places in my town, I just got a power save idk if that helps but how would I let them move out and get them back again? I recently found out how to pick where I want them to move but I don't want to loose them forever

Ok. So basically here's whats up. Powersave isn't really going to do much in the way of helping you. You could.

Move out these villagers. Find/Pay someone to hold them for you. Then you would need to move out 16 Different villagers. For example when Katt moved out of my town
I put Katt into my cycle town.
Cycled 3 or 4, got tired and reset. You DON'T have to reset your town, but I see it as the easiest if they HAVE to get out of that spot they moved into. But it's a little hard and time consuming...... So I recommend the "Find someone to hold them once you move them out and you can reset your town" OR if you have patience you can move out 16 different villagers.
(PS- say Marina was one of them. When she moved out, she would not be one, she would be 2.
For example, say you got all 3 out in a row perfectly if they moved out in this order, or whatever. Does NOT have to be in any order tho,
Marina- 2 Moved out/16
Katt- 1 moved out/16
Savannah- 0 moved out/16
