How exactly can you acquire villagers in HHP?

I've never played any of the previous AC games and I have no idea how HHD worked.

And Im wondering, other than inviting the villager of our choice through amiibo, how do you acquire/invite villagers in HHP?
Do they come randomly or can you hunt for the ones you want?
 
In HHD there would be random ones just walking around in the plaza waiting for you to come up to them. I can't remember if there was a way to get your favourites outside of amiibo, and if it'll be the same in HHP, but from the trailer they look to just be randomly around the archipelago
 
If it works the same way Happy Home Designer did then you will find villagers wandering around. When you get close they get a thought bubble talking about the design they’d like and if you talk to them you’ll get more details and the option to design their house. I don’t remember exactly but you have to do some specific villager homes at first and then I think after a couple of them done they will appear randomly and they change every day, although if you avoid one they may still pop up more than others.
 
If it's like HHD, I believe they give you a few villagers to choose from each time (they will be walking around outside the office), but I don't think it's totally random (like mystery islands). They usually want you to design around a certain theme and there's a progression for unlocking furniture, so they have specific villagers connected to those themes/furniture.

Yes, true, I forgot that bit! And I think you should be able to unlock all the villagers eventually without the need for amiibo- unless you want to design NPC houses. I remember HHD had special villagers you could download via DLC and they had special themes. I remember that Claude the rabbit could be downloaded with Nintendo themed furniture. But I doubt they’ll do that now.

I haven't kept up with it, but there was a discussion going on in another thread that they might limit number of houses per plot this time around. If that is true, I'm not sure what will happen in the game with the remaining villagers when the last plot is taken. All just speculation for now though, I don't think Nintendo has commented either way.

Oh man. I would hate it if they did that. There’s already a cap to how many villagers can be on your island and part of the charm of the previous HHD game was you could have all the villagers you wanted without worry. It seems like they’ve brought back all of HHD and simply given it a new look so it would be weird that they would change that feature. Like you said though, it’s all speculation at this point.
