How to get a camper to move in??

Hi can someone please help?!
I have pietro in my campsite and I really want him to move in but I already asked him to move in and he went to resident services and they told him I don’t have space on my island because I’m at max capacity. But he won’t give me the option to replace another villager, I keep talking to him like everyone says but he just keeps repeating “I really want to live here make sure to tell me when a spot opens up”
 
Is this your first camper? For your first campsite visitor you need to go to Tom Nook and set up another plot. Once you do that Pietro will be open to moving in.
 
Check to make sure you have 10 villagers on your island currently. If you don't, you'll have to build a plot in order for him to move in.

If you already have 10 villagers, try saving and ending the game and restarting. I have come across stubborn campers like you're describing and that usually fixes it for me.

I already have 10 villagers so I don’t think I can ask for another plot but pietro isn’t offering to replace anyone

That’s what I keep doing, restarting the game but he keeps repeating the same thing :(

Ok, if you've restarted your game (exiting the game completely on the Switch home screen) and have all 10 plots filled, I think you just need to keep asking. Make sure you have 10 villagers though, you can count them easily in the map app. That's what I would do, at least. Sorry I can't be more help!
 
If you have 10 plots that are full and he's saying that he can't move in then you just have to keep trying. Campsite villagers can be extremely stubborn, so if you keep telling them to move in then they will eventually accept your offer.

But I can’t tell him to move in anymore because the game doesn’t give me the option, I just keep listening to him tell me the same things, is that even helping convince him?

Yeah he might go through the same dialogue boxes over and over and over, it's tedious but just keep talking to him and he should eventually say that he's considering moving into your town. Even then he might try to tell you that he can't leave his old town behind, but after asking him to move in enough times he should accept.

If that doesn't work then I have to ask: have you "completed" the game yet? Meaning, has KK come to your town to perform, and you've unlocked the ability to terraform? That may have something to do with it. Also if your player is not the only player in your town you need to figure out which one is the Island Rep by checking their passport card. I'm just trying to think of reasons why he might not be prompting the move-in dialogue.

I have completed the game yes and I just looked on my passport and it says I am the resident representative so I really don’t know the issue :/

I would say just keep on trying. Persistence is the key here.

If within a few hours he still isn't asking to move in then there's something going on that I'm not aware of. I had some issues myself while trying to move Chief into my town but after asking enough times he finally agreed to move in.

Edit: I do have one more question. Do you currently have an empty plot? If so then it's possible that another random villager might be trying to move in and that's keeping him from asking to move in.

I don’t have any empty plots
