How to Time Travel

So you want to time travel but you don't want weeds?
Well if you're making a new time, when Kapp'n asks the time, put it forward 1 or 2 years depending on how many times you want to go to events, such as Bunny Day or Halloween, other than the years put the right date.
When you decided you want to time travel, travel back in time to where you want to go instead of going forwards, getting weeds, cockroaches and bed head hair. Now you can time travel safely!
If you aren't creating a new town this still works but you will have the wrong year in your game and might want to have it right and therefore travel frowards again to the right time and get weeds.

You seemed to throw all your logic out of the window in your post. You probably thought: "Oh boy! This is my time to embarrass some other members and look cool!" When in reality, you embarassed yourself.

Alright people, this is how the whole Weed thing works.

From time to time, whether or not you Time Travel to the future, Weeds grow in your town. This happens in real life. What you're doing when you Time Travel to the future is heavily increasing the speed/rate of Weeds growing in your Town. Let's say you Time Travel ahead for maybe a month or two. Think of this like leaving your house from one place and not being able to take care of the lawn and such.

When you come back in a month after going out for vacation, you'll notice that you have weeds and tall grass in your lawn. This is what you're doing when you Time Travel. You're only speeding up the process of which the Weed grows.

When you Time Travel back to the past, you're not really pushing forward the Weed Grow Rate so you SHOULDN'T get a heavy amount of weeds. However, when you Time Travel back to present time after visiting the past, you'll be pushing that Grow Rate.

Of course, this is what I think of it and what everyone is confused about.
