Go to the third floor (if not then the fourth one) and look for a man that has a girl by his side. He will ask you for a interview. In the first interview, give him this answer: "EVERYONE HAPPY", and submit it. He will ask you another question and you will reply with "WI-FI CONNECTION".

In Gold/Silver it was from a person sitting directly opposite you who also has Pokemon Gold or Silver. I believe you can get it from three places now.
