I agree that the torso seems a little long, and also that the eyes and mouth are too far apart. Its a chibi so don't be afraid to bring things closer for a "cuter" look. The neck also seems to be practically as thick as her waist. Once again, things like this can be thinned down for a more chibi-ish look. I'm assuming the darker spots on her cheeks are supposed to be blush, maybe choose a pink/red tone rather than a darker skin tone. One thing that I find strange that people do is how they would draw eyes on top of the hair. I know there are plenty of artists that draw eyes showing through, and you could achieve that effect by lowering the opacity of the area of the eye that the hair is blocking, rather than making it look like her eyes grow over her hair c: I think that's all I've got for now, can't wait to see more from you!
