I can't do any Public Works Projects except for "town hall renovation" :(

...Okay, so I built a project in a place I didn't want to. I deleted it, but weirdly I had to ask to delete it 2 days in a row for it to actually work. I figured that I didn't save or something, even know I know I did...

Now when I try to start a new project, my only choices are the 3 Town Hall Renovations! It has been this way for a week, ever since I removed a project. Is this normal or a glitch?
Villagers also continue to suggest projects to me... (btw I already renovated my Town Hall a while ago)

Usually that means you have reached the 30 project limit. You may need to demolish a different project to fix it.
