Uh, the posters above are confusing New Leaf with Animal Crossing for the GameCube. It's not a glitch, that's how it was programmed. Your residents are the ones in igloos in that one, versus now when you can get campers in igloos to become your residents. They flipped it around in New Leaf. It's one of the little changes made to the series over time. Just like the island used to have a resident living on it- some pretty cute dialog too. Or, that you could take your tools to the island, now you can't, and other than Kapp'n family and Tortimer, no one living there. Personally, I liked it when it was the residents camping, it made it really feel more like a community game. Now, they're visitors, and you have to convince them to move in...
For doubters of what I say (seem to be quite a few on here lately), if you have the official Animal Crossing Player's Gide from Nintendo Power, on page 76, at the bottom, it reads:
"When snow is on the ground, a citizen from your town may build an igloo, just for the day. So when it snows, search the slopes to see if an igloo has popped up, then chat with the temporary resident. You might receive a special gift."
