Yeah, you're going "Big Whoop" well, it is actually, I have never been able to draw men before. I got so use to drawing women that my men would end up having hips and their pants would look more like dressed with a slit down the middle, and also I needed to draw a man for textiles, since I need to draw a male body sketch which I could never do before, so this is a good start. And he looks 'odd' because I was like "Okay Jake, time to sit down, take your time and bring a man to life" I started drawing but I didn't have any inspirations. So I put my Wicked CD on and listened to that whilst I drew. So, he looks like a mix of the Wizard and Elphaba (hence the broom, book and odd clothes). Kind of annoyed it turned out as a copy from Wicked, though. Would of preferred it be more original..
Please leave your comments on how I could improve. And please be honest, I wont care if you say "that's the biggest load of *censored.2.0* I've ever seen".

Oh, and on a side note, please ignore the legs/feet, I have always struggled drawing them (even on women, but usually I make their dress long enough to hide their feet) so they really suck.
 
Not particularly good, I'm afraid. Everything just looks oddly proportioned and out of place.

I'd suggest looking up Mark Crilley's drawing tutorials on YouTube if you're serious. While they're largely focusing on manga drawing, you can still pick up a lot of tips.

And yeah, I kinda got a bit over obsessed and made the clothes all tatty. So he looks kinda homeless.

And for the drawing, it's pretty good. I'll give it a 6/10. I'd recommend choosing a different stance, I don't think people normally stand like that.
