I need help!!!

So I had 8 villagers in my town and I tried to buy Marshal but he never asked about moving...So I TT and a new neighbour moved in, (I TT to after she was fully moved in) and tried to get Marshal to move in again but still wouldn't. I've only had 8/9 villager could someone please explain what I'm doing wrong and why he won't move in, It seems like I won't be able to buy another villager again?

Aw Yup, You have to 'cycle' out 16 villagers to get him back.

you should contact the seller!
usually you should adopt first and pay after.
well that is what I normally do, if not you can have a cycler hold marshal for you until you cycle 16 villagers.
I can hold him for you if you want? I have a cycle town and can hold a villager however long you need.

Just so you're aware, I believe as long as you give away a villager and make sure it isn't voided, you don't have to cycle out 16. Keep that in mind in case one of your favorite villagers just up and decides to be in boxes one day. This may save you a lot of work someday.

I was trying to mail you, but your inbox is full. I was asking what you want to do about this, because I can hold him for a little while, but I want to play my game again. And I was going to ask if you had someone to hold him or if you were going to try to cycle out villagers?
