I need some help from some wonderful people!

So, as stated I am looking for some help!
I want to make myself a cool rotating sig for every time someone refreshes.
So I need some help! I have a laptop, and time so I would love it if I could make my own GTFX art. All I need is a push on how to do it! First of all, what size is my current sig? I would like to make the sig exactly the same size so it doesn't mess up when I rotate it. Second, what program should I use? I'm really not sure. That's all I need help with at the moment! I have some images of my own to use.

are you asking about the dimensions for the wolfmoor sig or the entire sig image?
the wolfmoor sig alone is 445x250px but the entire image with the wolfmoor sig and chibi is 650x250
