I passed all 4 fashion test by Gracie but

I've passed all four of Gracie's tests but she never said she was building in my town. The only thing she said was "do you promise on a stack of fashion magazines to visit my store" does this mean she is still thinking about it? Others have said that she says "I've decided to build here"
Does anyone know?

You need to have had your T.I.Y open for at least a month and have spent 100,000 there. Then she will open (along with having your fashion checks done).

It has and as I said I passed the fourth check this morning. She never said "I'm building" but did say will you visit my store.

Have you spent 100k? She will come for fashion checks at 70k spent, but won't build her store until you've spent 100k. (catalog orders don't count, I believe) I might have, um, tracked my spending....and I had spent 100k before my 4th check. She did say she would be opening up a boutique. I don't think the construction started for maybe 2 days though?

Don't worry; she's building her store. Passing Gracie's fashion checks isn't the only thing you have to do to get the Emporium; you also have to spend at least 100k on goods at T.I.Y., and at least 30 days have to have passed since T.I.Y. opened. Once you hit those requirements, the Emporium will open as normal! Congrats on passing your fashion checks, I know they can be difficult sometimes, haha.

Yeah, but I passed 5, failed 1 (saw Gracie but didnt bother since I had to go)
