I mean, wouldn't it be a great idea if Nintendo (or some other company) was able to sell custom human character plushes like they were selling some of the animal plushes (from their games)? We could show them what our characters look like and we could get a plush based after our mayors (or other characters). I know they don't have this yet, but I wish they did. The human characters have evolved over time.

I don't think that would work very well. I mean, why would anyone want a human character based off somebody else's? They'd all want their own characters, and that would be pretty tough on Nintendo, or any company for that matter.

I'm not saying that one would want someone else's mayor. I'm saying if they have plushes based after their own characters. Yeah, it may be tough, but I thought it would be a good idea.

It's a good idea, but it's awfully unrealistic. Everybody would be getting jealous, wanting more and more, and Nintendo would be getting blamed for not producing them faster, and if Animal Crossing characters are featured in the next instalment of the Super Smash Bros. series, they'll want their characters in that as well, and Nintendo would get a gun to their head if they didn't take any notice of them.
 
It's very unrealistic and would be very complicated. There's a really high number of combinations, even if you count only things that come with the game (and not qr code clothes). They'd have to take the custom requests and then make each combination to order, and they'd need to have even the less popular items available.

If they did that, there would be a lot of complaining about prices, the time it took to fill their order, that prices could vary according to the materials of clothes (if they did dolls instead of figurines), and so on and so on.

It would be cool but it's not very easy. If you want a custom mayor doll or figurine, though, I think there are people selling them on sites like etsy so you could try to do that. :)
