Back in NL playing the Mayor let you pick Ordinance that your town could run by. Which one would pick if you could in New Horizons? I'll put what each one does here. Some would have changes as NH did introduce the no wilting of flowers. These are straight from the wiki. You can change them as you see fit.
Beautiful Town
Villagers are more likely to water or plant flowers
Time traveling does not affect the town's environment
Cockroaches will not appear at all
Weeds will appear less often
Hybrids are 20% more likely to spawn
Trash will no longer be fished out of the water
Flowers do not die.
Early Bird Ordinance, villagers wake up earlier and shops open earlier. The times vary but it's generally 1-2 hours earlier from villager's original wake up time. With shops it's normally 3 hours earlier with some Nook upgrades with a longer time
Night Owl Ordinance, villagers will go to sleep later and shops will close later.
The time vary but it's generally 1-2 hours later that the villager's original going to bedtime. With shops it's normally 3 hours later with some Nook upgrades with a longer time
The Bell Boom Ordinance (known as Wealthy Ordinance in the list) changes the number of Bells the player may receive from selling and the cost of buying items. This is useful for wealthy mayors and players, as well as those who are looking to upgrade their house since the mortgage price stays the same no matter what.
Shops sell and buy items for 1.2x of the original price (for example, a normal 100-bell pear would sell for 120 bells, or a 2,000 bell ruby would sell for 2,400 bells, but buying a shovel would cost 600 bells instead of 500)
Re-Tail's premium item list increases to two items instead of just one item.
Re-Tail could be switched with Nook Hot Item and the item would probably either add 1 more or double to items instead.
