Back in NL playing the Mayor let you pick Ordinance that your town could run by. Which one would pick if you could in New Horizons? I'll put what each one does here. Some would have changes as NH did introduce the no wilting of flowers. These are straight from the wiki. You can change them as you see fit.

Beautiful Town
Villagers are more likely to water or plant flowers
Time traveling does not affect the town's environment
Cockroaches will not appear at all
Weeds will appear less often
Hybrids are 20% more likely to spawn
Trash will no longer be fished out of the water
Flowers do not die.

Early Bird Ordinance, villagers wake up earlier and shops open earlier. The times vary but it's generally 1-2 hours earlier from villager's original wake up time. With shops it's normally 3 hours earlier with some Nook upgrades with a longer time

Night Owl Ordinance, villagers will go to sleep later and shops will close later.

The Bell Boom Ordinance (known as Wealthy Ordinance in the list) changes the number of Bells the player may receive from selling and the cost of buying items. This is useful for wealthy mayors and players, as well as those who are looking to upgrade their house since the mortgage price stays the same no matter what.

Shops sell and buy items for 1.2x of the original price (for example, a normal 100-bell pear would sell for 120 bells, or a 2,000 bell ruby would sell for 2,400 bells, but buying a shovel would cost 600 bells instead of 500)
Re-Tail's premium item list increases to two items instead of just one item.

Re-Tail could be switched with Nook Hot Item and the item would probably either add 1 more or double to items instead.
 
I had my town overrun with flowers in NL when I did a beautiful town, so I might shake it up a bit and go with Night Owl since my sleep schedule is so screwed.
 
Beautiful. Cuz I'm basic. Flowers no longer dying makes me tempted for night owl but...still no cockroaches and less weeds with timetraveling is still too good.
 
Beautiful Town so there's little to no weeds.
But then again, Night Owl sounds great too. Maybe that one actually.
 
I always had beautiful town in NL to keep the flowers from wilting. But now that that’s a built-in feature, I would definitely go with night owl
 
Night owl for me since I play late and it’d be nice if the shops were open later! I do set my switch a couple hours earlier but still would be nice
 
With the COVID situation having my sleep schedule all messed up due to working from home all the time, I think I would like to see Night Owl return. But really, Early Bird and Night Owl would both be nice, as they were excellent for people who didn't work traditional 9 to 5s and didn't want to time travel. I'm really surprised at least policies didn't make a return. There is no real purpose to Beautiful Town now, and I always chose that one in New Leaf because it made maintenance a lot less severe.
 
early bird would be nice to have back. i like checking ac first thing in the morning but i cant because the shops open kinda late so.. :\
 
Night Owl as I tend to play at the end of my day before bed and Able’s is always closed and sometimes Nook’s as well.

I definitely wouldn’t pick the flower one I hate when it rains and the flowers take over to begin with. I don’t need any further boost haha.
 
Definitely beautiful town! I might be drowning in flowers already but I'll always take more, I love the flowers in animal crossing!
 
Night Owl would be such an improvement to the game for me, because I usually play video games from around 9 pm to midnight and practically never in the mornings. So if I don't go out of my way during the day I'll miss Able Sisters entirely, and Nook's Cranny will close partly through the window I have to play so I can't just go to the store and buy their nicer poles and nets as mine break. Neither are huge problems, but I wish they weren't an issue.
 
Back in the day I always chose Beautiful, but now that weeds are important if you want to craft stuff with them, also the fact that flowers will never wilt I don't think i'll ever choose it, except for the fact of the flower breeding increase.

I'd probably go with either Night Owl or Bell Boom. Bell Boom most likely first if I don't have a lot of bells. But if I do have a lot i'll Switch to Night Owl, because I really hate how Ables and Nooks close early.
 
I always had Beautiful Town because wilting flowers was mega annoying, but I think I’d do Night Owl now since I usually play late at night and I hate it when Nook’s Cranny closes. Although I really don’t need another reason to destroy my sleep schedule lol.
 
I chose the Bell Boom Ordinance in New Leaf. It would be cool if they brought the ordinance thing back in New Horizons. Maybe make one called Better Quality Tools Ordinance where your tools take much longer to break.
 
Chose early bird, but nightowl would be good, too. Or bells.

Anything but more flowers! I actually wish there was an ugly ordinance so I could trample my flowers and pick weeds.
