I like helping people out, I do lots of giveaways in my town and offer my villagers to people but when they take advantage of that, they've taken the wrong turn.
I wanted something for myself so I offered this girl marshal for her ankha, me because I'm not a child and I don't have to steal, I let her pick up marshal first. But when I came back for ankhA she said she moved but was able to street pass her to her other town and was having trouble if her pinging, that was yesterday, and she hasn't been online then...
I don't want to assume anything, but what are the websites policies about this?

I looked through the rules and Im not really seeing anything other than leaving them negative wifi feedback. If youre sending her messages, and she hasnt responded in a few days I would talk to a mod about it and screenshot your interactions with her.

She might not be cheating, it's really easy to accidentally move out villagers when time travelling and the last villager to move into a town can take a while to ping. People here also live in several different time zones, so she may end up being online again later or tomorrow. Does she have a good wifi rating? I'd PM her and wait for her to reply, in case she's telling the truth. If she's scamming you, you can leave her a bad rating. I'd also keep an archive of the PMs you've exchanged (you can buy more mailbox space for TBT if you run out of it), just in case you need to report them to a moderator eventually.

You can also download your messages as a .TXT file and save them that way. I do that so I don't clog up my inbox.

Can't you maybe tell a mod? It might help clear stuff out (and if she hasn't been on since the trade, she may have done it on purpose or she's asleep, it's hard telling.)
