I think you only receive the hedge diy once, but you can get it from either:
1. purchasing a bunch of things like bushes from leif, and he'll eventually give it to you; or
2. Complete nature day nm challenges, then talk to nook I think

On my 3rd visit where I was the the first person to purchase from him in my town, he gave it to me.

And unfortunately nature day is a thing of the past. You mught be able to time travel to it, but I don't think so since this years May update was already patched in.
