inviting a villager from another island's campsite

as the title says! i was wondering if it was possible? i've tried it twice to no avail :-(

i don't remember it being possible in new leaf, so i think it'd be the same in this game.

edit: i've been reading about and i think it is possible, you just have to have house plots available to do so. i could be wrong!
