Inviting villagers to a full town

Just read this on Eurogamer, can anyone confirm/refute?

“ If you don't have a plot of land for sale when you encourage a villager to move to your island, there's a high chance they'll move in either when you place a new plot for sale or when a villager moves away.”

They’re talking about meeting villagers on mystery tours (I’ll add the link), do villagers still show up on mystery tours when you don’t have plots available and if so, can they be invited/queued to move in next?

A lot of the online guides have been guessing at things so I wanted to ask the community.

No, you just won’t get random villagers on the island if you don’t have open plots.

You can get a villager to move in via campsite, though - and you select a villager to move out.

Oh sorry, that wasn’t what I was asking. I know randoms can’t move in if you don’r have spare plots, what I was asking is whether you can invite mystery island villagers when your town is full or there are no plots available.
That’s what the article states and I just wanted to know if they are correct. Thanks for the info about the campsite though, is that regular villagers?
