Is it true that facilities do not count toward the 30 public works projects limit?

I've heard that the facilities (i.e. the dream suite, fortune place, campsite, police station, or anything that can't be removed) don't count toward the limit. I've seen this a few times at different forums, but can't find any confirmation. Anyone know if this true?
 
What does the campsite do? I wish Nintendo put an explanation of all the public works projects, before you decide to put it in your town. I mean, most of them are really obvious, (bench, fountain, etc) but for others like campsite, and fence, i just want to know what i'm putting in my town.

Campsites allow you to have a visitor to camp in your town for the day. Their role is exactly like the campers from the original. And you can convince them to move in your town.
 
The fence is a junk PWP that no one should put in their town ever. I did it, it was awful, I wasted a day demolishing it. I like the campsite, though!
 
I do like the idea of the campsite. Is the fence like the dump on the animal crossing for the gamecube?

I love my fence. I keep 1 of every rose hybrid in there ;_;

I don't think the ones on main street count, but I could see the ones in your town counting.
