Is it true?

Total myth, there is a trick of getting more PWPs though.

All you need to do is empty your pockets of everything (tools, and fossils are an exception. People say money is bad, but I don't have much of a problem with it). People say that you should go diving and get stung by a jelly bla, bla bla; but the real trick is to get away from your villagers for a long period of time. I just stand on the dock for, oh, 10 mins or so and then go into town to see if anyone "pings" you. They may suggest a PWP.

ya I just stay in the water for five minutes and get pings but never for PwP:(

I believe once a day is what the usual amount is. Trying the PWP trick to get anymore of you've already had a PWP suggested in that same day is useless, because it is rather rare to get more then 1 a day.

I have gotten two before, one right after the other actually. I remember because I was so excited till it realized I wanted neither of them!

I just tried the PWP trick and I got the picnic blanket I've been DYING for

Diving trick - Dive for 5 minutes, emerge, get PWPs. Put away all money, fill inventory with stuff villagers can't buy

I tried doing the PWP trick when I had one in progress; didn't work at all. I didn't carry any money, filled my pockets with shells, and was away for extended periods of time. I was at it for two hours or so (I had nothing to do irl that day...), and got no PWP requests. Just a lot of catchphrase changes, letter showing, and silly questions.

I seemed to get more requests while I was upgrading town hall but I think that was just coincidence unfortunately.

The diving trick relies on the jellyfish. Get yourself stung four times. You don't need to just sit there for five minutes.

I don't think anything works. I think it's just totally random and we are all looking for patterns. I feel like I get more requests if I leave a pwp unpaid, but I think it's just coincidence. And the diving trick definitely hasn't helped me, I get pings but never pwps.

I have successfully gotten a ping every single time after four stings. It might take 30 second, or a minute and a half. You also have to run in front of every villager who is outside, as it isn't always the first one you see. Dig holes around them all so they can't move.

Are you filling your pockets with tools and things the villagers can't buy? They're still going to ask for catchphrases and greetings. All the diving trick does is trigger a ping, not necessarily a PWP request.

I most often get my pings when I am watering flowers, although I have gotten pings at other times. I play a lot of hours a day, though, and that could be why I get at least one ping a day.

Yep. I successfully get pings, but it has never generated a PWP request. I'm convinced it's just random. The only thing I can imagine that makes a difference is how much you play -- the more you play the more likely you are to get all random convos.
