Pokémon Is Phione a Mythical Pokemon?

Over a decade later and we still don't know for sure if this thing is a Mythical Pokemon or not. What's your take on this very concerning issue?

I have always accepted Phione as a mythical Pok?mon. :3 I find it interesting how it's such a mixed bag of classifications, even within The Pok?mon Company.
