I would think Rover would be something a little bit lower than God, but still a superior NPC in-game ^_^ Very kind, helpful, and fun to talk to, (even if he does make small weird jokes and what not).

I concur on your thought about Tortimer. However, I feel differently about Resetti. He needs to "accidentally" get hit in the face with his axe or a very sharp tool.
