Just found a Timer on Someones Island... Can anyone tell me about it?

Hey guys! So I just found this timer when visiting someone's island...

It lets me start a 3, 10, or 15 minute timer and counts bugs and fish.

Does it count for just me or for everyone on my island?

Anyone know anything about this? What have you used it for?
