l GIMP for animation + what art program should I buy? l

So, currently I have been using Macintosh Paintbrush which comes with the computer, but it's not really doing it for me. There are no layers, and skething a rough outline is very hard. Shading is also a problem... :(
Anyways, as the artists that you are, I have this question: how do you animate on GIMP? Could you make a full animation on it? Can you make Gifs on it? And can you make pixels/ art that moves or blinks? If not, what art programs do you recommend? I'm looking for one preferably under $100-$200 . Also, I've heard rumors that GIMP makes your computer slow? I play minecraft on my computer too, so I don't want it to be laggy...
Anything you know about these programs is a huge help, so thank you! (Paintbrush is kind of like MS Paint.)

It's really hard to explain, I'd recommend googling some tutorials.

Also, I've heard rumors that GIMP makes your computer slow?
I actually have experienced a lot of lag since I downloaded it, but I'm not sure if GIMP is the cause.

Second, although I don't use GIMP myself, I do know some of the answers for your questions.
How do you animate on GIMP?: If I can recall, it is similar to photoshop, where it is frame by frame. It is definitely more difficult/tedious to animate with GIMP and programs like photoshop because it isn't really meant to be used for animating.

If GIMP makes your computer laggy, it could be canvas or file size that is affecting your computer. If you have about 4 GB of RAM, it should be good enough to get you through the basic stuff without taking a large toll on your computer. Of course, if you have more memory, it will run with ease. I wouldn't suggest having Minecraft and GIMP up if you don't have a sufficient amount of memory.
