Labelle is a shopkeeper in Animal Crossing: City Folk. Her name is similar to "label", owing to the fact that she works at a designer store; "label" also rhymes with the names of the other two Able Sisters.
Labelle is a porcupine with a black dress and 'Gracie shirt' style neck tie. She is in charge of the store called GracieGrace, as Gracie herself appears uninterested in maintaining her own store, due to her celebrity status. She's apparently a long-lost third Able Sister, even though the Able Sisters haven't talked about there being other family besides their mother and father who died when Mabel and Sable were very young, and despite any evidence of this sister never existing until now. Sometimes if you stay at the Able Sisters after closing, talk to Sable and she'll start talking on how they never met half their family.

I did more research and found out Ables Parents died. I also found out that she had a big fight with her sisters because of something related to the Ables Sisters Shop. She then moved away from home and worked for gracie grace. If you stay after closing time they will tell you more about this possibly. I will take pictures of important things they say.
