Just tested this out with someone and amiibos don't seem to work the same way as NL. If you amiibo a villager into your campsite, visitors can't invite them back to THEIR island, they only have dialogue options for moving to the island they were scanned onto. ):

Yeah unfortunately, I'm so bummed because I was trying to get Whitney. We tried going to my island & having the person scan the amiibo on my ABD machine but you can't do that either. Seems Nintendo has restricted amiibos to only being used by the person who owns them and you can't trade villagers anymore. Only way I could see it working is if you literally have a villager in boxes rather than in campsite. ;____;

This is horrible it ruined a entire market... well now I have to go on eBay :/ how do I get the amibo scanner to work on new horizons

You'll unlock it at some stage, I can't remember exactly when but I think it was after the 3 new villagers moved into my island? Nook will add the amiibo services to the resident services machine.

Pretty sure it's all doable just takes a lot of time travel. Was thinking of opening a limited shop to see how long I last with doing it lol. I have Vivian and Whitney if you're both interested.
