Yes, today I have already achieved Penelope's pic! In the short days of when I got Whitney's, Penelope has already followed. Below is exactly how I had gotten her pic. 
First of all, I was looking for Tex when I saw him and the little "important icon" appeared from him. He then asked me to deliver a borrowed gift to Penelope-and that's when I knew I'd either get his or her pic. I knew that because usually they don't need you just to have you deliver a present.
Just as I had expected, once I had given Penelope the gift, she gave me her pic! It is now set up in my house, and, along with some new minimalist furniture, it will boost up my HHA score by a lot.
Redd was town today, too, in a while. I was able to get an item from him that hopefully won't be fake!
