Actually clones are way stronger than the rebel soldiers. They are clones of the best bounty hunter, Jango Fett, in the universe and he is also a mandorlian, a very elite species. And Bul, they do have brains, they are actually very smart . They aren't the kinds of clones you think of today .

I think the best race are Warrior Shadows, an elite race that have both fighting skill and intellect.
