Looking for a town to drop/pick between games

I'm looking for a town to be able to come to and drop about 5mil bells to come pick up on my other mayor. Looking for someone who won't pick up any bells while I switch mayors. Any tip you want I can provide.

Also would like to use your Shampoodle.
