Looking for advice from somebody who's done the Halloween event

So today I have a Spooky clock in my T.I.Y. What I'm wondering is - would it make more sense to keep buying candy and give it to Jack on Halloween to get the Spooky set, or is there such a high chance that I'll just get so many multiples of the same items that I should just buy them from the Nooklings? I kind of want to go ahead and buy the items, but I don't have any plans to make a spooky-themed room any time soon, so I could wait. Does waiting until Halloween seem like a good plan?
 
Also, doesn't Jack sometimes give you the creepy set instead? And I have heard that it is easy to run out of candy. What a fun holiday!

To get items from the exclusive creepy set from Jack, you'll have to give him lollipops, not the regular candy you can buy from the store. To get lollipops, you'll have to scare those villagers who are home on Halloween. To scare them, you have to wear the right mask. So, buy all the masks from Able Sisters, all the candy (to get out of having a trick played on you by villagers who are wandering outside their houses, dressed exactly like Jack, to confuse you) and talk to the villagers all October. They might mention what scares them. The creepy set from Jack is, apparently, not orderable. Unlike the spooky set from the store. You should be able to buy the entire spooky set from the store. Just check for new pieces throughout the month.

This is the information I have gathered from reading a few sites. Hope it helps. :)

What do you mean by "wear the right mask"? Does it have to do with their personality?
 
Yea you can buy the whole spooky set from the store. That's what I did.

I'd also recommend having 2 characters to get all the lollipops from all your villagers to get the whole creepy set.

I think during the month of October, your villagers will randomly tell you what they're afraid of (or you can look it up on Thonky's guide page for Halloween) and if you find them in their house, you'll need to be wearing the corresponding mask to scare them enough to get candy. At least, that's what I assume happens from what I've read about Halloween on Animal Crossing New Leaf.

Just wanted to say some stuff...
1. You CAN get the creepy set from Jack for candy--it's just not guaranteed and is a rare chance.
2. The items are random which is why it's worth to buy what you can--this goes for Creepy and Spooky stuff.
3. This is the first time I heard anything about flooring/wallpaper change--in fact, a friend of mine for them from Jack so I'm not sure if that's true?
However, full list of things I know can be changed:
Hat - Will become a patched hat
Helmet - Will become one of the Pumpkin Head colors you see villagers and jack wearing. You can also get these by not havng anything on your head and having patched clothes on (and nothing in your inventory)
Shirt - Patched Shirt
Dress - Patched Dress
Pants - Patched Pants
Shoes - Patched Shoes
Socks and Accessories do not get changed, but I'd recommend leaving them off if you are trying for specific stuff. Finally, any items in your inventory can be changed to a Jack-o-Lantern so don't keep anything in your inventory you want to keep.

Some of these do go in the catalog so I'd recommend trying to get them. Also, they won't trick you that way again if you have them all

So is the creepy set the "holiday" set?
In that case I'll have to play a lot in order to get it! I want to get it the fair and square way of not looking anything up and seeing if I can remember what my animals are scared of. Getting it right will be a fun feeling.
 
Yes, the Creepy set is the one you can only get during the actual Halloween event. What sucks, though, is that you only have six hours (from 6pm - midnight) to get all of the candy/lollipops you'll need to get all ten items of the Creepy set. D: I have a feeling I'll be doing some TT'ing to get them all.
 
So each villager has a certain thing they're scared of? Might be worth it to keep a list going in case someone doesn't hear from one of their villagers?
 
Thonky has a guide for what each character is scared of. I've already written down the ones for all my villagers. Not one of them is scared of ghosts!

Not one of mine is afraid of monsters. Even though Jack gave me the Monster mask for free ._.
