I think the 20 visits only works in your own town.
It doesn't work visiting other towns, it's been tried and confirmed. You can only do it in your own town.
However, you CAN get all 20 in one day if you have the patience for it, by creating new players, having them visit Katrina, save, delete the character, and repeat. That probably would take...idk, several hours, depending on how quickly you make the new characters. You also have to pre-plan to leave out bags of 500 bells since new players start with 0 bells.
