Not sure, but it does say 10/6 he will be available for distribution via Spot Pass. Hopefully, they will always have the SpotPass option available for future DLC. I'm thinking Nintendo Zones are for those who can have access and want DLC early. I wouldn't be surprised if they limit some to Nintendo Zone only though.

Sorry forgot to include link, and couldn't since I hadn't made 3 posts yet. I'm not advertising the forum in the link, simply supplying a forum with a guide and users who may have troubleshooted as well in case you need a little help.

I had acnl since release and I have never been able to get dlc from a Nintendo zone and when I did go to one it wasn't set up by the facility that they advertised it was there so hopefully available by spotpass

I just tried the nintendo zone and when I click to open I get a message that the service has been discontinued.

Are you still having troubles? You also can't have a wifi password

Oh nintendo zone on the home screen is discontinued. You have to use the 3ds upstairs to get Louie.
