Considering just last night I've witnessed Rosie sells for 30m in an auction, I don't think there's any such ban.

That thread does not mention bells made through other [legitimate] means. There's lots of ways to rake in millions of bells right now fair and square, so the upper limit on what someone can or should have right now isn't set in stone.
