I have visited houses that seem to have a lot more rooms than I am offered, I have only been offered the 2 room option, all on same floor, how do you get the upstairs and basement?
 
I think if you go to a villager's house that has two rooms, and offer to re-do their house, it'll give you an option to add more rooms.
 
To get upstairs and basement, you must start out with a SINGLE room house and upgrade twice from there. I only tested this through choosing the 6x8 one room so I'd choose that one just to be safe.
 
Yes to what Navi said. I unintentionally did that with Vesta and noticed the extra upgrades the second time I went to re-do her house. I thought it meant it unlocked it with everyone else, but I don't think that's the case.
 
I kept re did a house and ended up with huge main room, decent size back room, upstairs but no basement, it said I couldn't have it any bigger, looks good though. Thank you
 
1) One room

2) Go to two-room screen and you should see an option for a second floor and another option for a basement. Do the upstairs first.

3) After having decorated a second-floor room, access the screen allowing for a third room. The basement will be there. And you can proceed with that.
 
You can only have 3 rooms max, for the ultimate space allowance the best option is re-doing the main room until it's the largest it can go, and then adding a basement and attic. =]
