It takes 15 days for a villager to have a "move out" thought bubble so when you see it on the villager you want to kick out. Talk to them and they will think about moving out and say yes. However if its one a villager you don't want to move out. Ignore them, save and quit the game, and time travel forward (make sure its not on Saturday), and the thought bubble should be on a different villager. I tested this and it always works but its the RNG you have to becareful with.

If you ask me I think the Campsite is not the best way to move out villagers. If you had amiibo cards you can just craft items for the amiibo villager that wants to move in and do it 3 times and travel 3 days each until they are convinced to move in and then you can pick whatever villager you want move out. However if you have a random visitor at the campsite you are going to be stuck playing that card mini game for a long time and when you do win the game automatically picks for you and its very RNG based. So I would say don't do the campsite method just to move out your villagers unless you have amiibo cards.Exactly this. 15 days seems to always do the trick.
The other option is to try to replace them with campers. Each campsite visitor can be convinced to move in. You may need to keep trying to convince them over and over and over. If they say no, keep going. Once you finally get them to agree and they go to ask resident services, they’ll offer to replace one of your villagers. If it’s not the one you want gone, immediately quit the game. DO NOT EXIT THE TENT FIRST. You must close the game as soon as they offer. Then try again and they will offer to replace a different villager. Apparently, according to the internet, each camper has 3 choices of who to replace. Personally, I only ever made it to the second choice.
