Move in-Move out override?

So yesterday, one of my villagers was in boxes (my sister adopted him that day), and on the same day, I asked a villager from another town to move in. Today, my moving villager is in my sister's town with his property fenced off. However, the villager I asked to move in is not anywhere in my town. Did my villager's move-out override my new villagers move-in?
Please help!

Would assume only one of them can happen during one day and that you will find the villager you asked to move in has put his fences up tomorrow. Don't quote me on it though.
