Can they randomly appear in your campsite after you've cycled out 16 villagers ? Or even possible they can randomly move back to your town? Just wondering.

Once you've cycled 16 villagers, the game erases the memory of them ever being in your town in the first place. So, yes, once you cycle 16 you can see them again in your campsite or moving into your town.
