Moving in Villagers After Campsite

I got my first campsite visitor today (Huck the frog, he’s okay) and now I’m allowed to place plots around town to invite new villagers. I have the house plot in my inventory, so will villagers start appearing on island tours again now? Or do I have to place the plot in my town before they will appear? I’m not overly obsessed with having one certain villager, I just really liked visiting islands, meeting new animals, and getting excited to maybe invite one I happened to like, and I’m worried that if I place the plot it will automatically fill right away and the islands will remain lifeless.
 
Has he moved in yet or will he only move in tomorrow?
I know that a plot needs to be placed in order for villagers to spawn on the islands but I wonder if this can be done the same day you have a campsite visitor or only after he moves in so I also want to know.

As long as you set up a plot, you can find them until you invite ONE.
 
It can be done the same day!

I invited Zell from the campsite today, placed his plot, then placed another.

I found Del on an island (the third island after placing a plot, the others were Plucky and Eugene) and I invited him.

Zell will move in tomorrow and Del on Monday. I'm going to place another plot tomorrow (gotta stock up on nook tickets today) and look for a Snooty I like.

If you have an empty plot and you don't invite anyone before the next 5am reset, a random will move in instead, so that's why I'm waiting for tomorrow.
