Okay I don't usually ask for help but I'm slowly going insane.

But the villager is REFUSING TO MOVE. I've been doing this for a few hours now and in the space of that time, all my other villagers have asked to move twice or more. I'm pretty sure Chief has tried to leave me 7 times. But not once has this villager asked. I ignore him as I know that's what should happen but he still won't ask? He's my 10th villager so I have no idea what's going on?
Please help, this is so frustrating, ugh.
