My sister started playing New Leaf on the 21st of June. I've read on other sites that it takes a few days or a week (at most) until you can visit the Island. My brother and I have access to the Island. Yet, for my sister, at the dock there is no Boat.
When should she get the Boat? Yesterday Dr. Shrunk talked to her about Club LOL and she still doesn't have a boat. I'd also like to say that Cyrus is awake in her town. Shouldn't the boat be at the dock by now?
